Turning Data into More Personalised Support

Intelligent Pathways partnered with Shooting Stars to design and develop SiSTA, a custom platform that brings participant information together and turns it into practical insight. Built around the needs of program staff and communities, SiSTA gives teams a clearer picture of each participant’s journey, enabling more personalised support and ongoing program improvement.

Client Overview

Shooting Stars is a school and community hub-based program supporting Aboriginal and Torres Strait Islander girls and young women across Western Australia and South Australia. Through its community-led approach, participants strengthen their cultural connection, wellbeing, education and leadership as they pursue their own aspirations.

Local knowledge and strong relationships are at the heart of the program. With staff working across geographically dispersed sites, the platform needed to reflect this way of working and put useful information into the hands of the people delivering support.

The Challenge

Shooting Stars needed a clearer view of each participant’s journey and a consistent way to capture the work happening across its sites. Bringing information together from spreadsheets and individual staff knowledge took time, making it difficult to use for day-to-day support and organisation-wide reporting.

The platform needed to bring registration, consent, participation and support information together, while remaining easy to use for staff with varying levels of confidence in technology. It also needed to work within the organisation’s resources and reflect how staff engage with participants, schools and communities.

Our Approach

Intelligent Pathways worked closely with Shooting Stars to design and develop SiSTA, a custom web platform built on AWS. The solution provides a shared view of participant information, helping staff record progress, document support and understand engagement over time.

Staff can access SiSTA on their phones and record interactions and activities as part of their daily work. An in-app dashboard brings key attendance and engagement measures into view, helping staff identify participants who may need additional support without searching through individual records.

The dashboard reflects this approach, giving local operational teams direct access to information they can interpret and act on without specialist data skills. Presenting insights within SiSTA removed the need to develop separate preformatted reports or export and rework data for staff. Teams can see where attention is needed and use that information to guide their response.

Shooting Stars led a pilot in South Australia before the broader rollout. Staff tested the platform and shared their experience with colleagues, while group training and one-to-one support helped build confidence and embed SiSTA into daily work.

“In partnership with Intelligent Pathways, we’re building something unique: a system that reflects what communities value, a tool that listens, not just logs, and a platform that captures progress in culturally responsive and meaningful ways.

Working alongside the IP team, who are truly the best in the business, Is an absolute privilege. They saw the vision and are a huge part of bringing it to life.”

Business Outcomes

Launched in Term 2 2026, SiSTA is giving Shooting Stars better visibility across its sites and more useful information to guide participant support. The platform has been positively received across the team, including by staff who had previously been hesitant about technology. Its ease of use and faster data capture compared with spreadsheets are helping staff incorporate it into their daily work.

Staff can tailor support around each participant’s goals, experiences and engagement. Having this information recorded makes it easier to revisit aspirations, recognise changes and have informed conversations about the support a young woman needs.

Documented interactions and patterns over time also strengthen conversations with schools, families and communities. Staff can draw on this information to advocate for participants and explain the support being provided.

For regional managers and the central team, greater visibility makes it easier to identify where staff need support, follow up on information gaps and understand engagement with program partners. Knowledge that previously relied on individual recollection is now available for shared review and reporting.

While still early in the rollout, SiSTA is helping staff use data more confidently and see its value in their everyday work. Ongoing feedback will continue to shape the platform as Shooting Stars’ needs evolve.

“Some of our staff don’t like technology. They don’t use it; they shy away from it. And everybody’s just jumped on board [SiSTA], supported it and loved it. It’s really nice to see staff feel like they’re mastering something that actually has meaning for them.”
